Frequently asked questions

    1. If you do want the funds, after 7 days from the day you received the text message, we will calculate your award amount and send you a follow up text message letting you know the amount. You do not need to do anything else.
    2. If you do not want the funds, you have 7 days from the day you received the text message to either text back "No Funds Needed" or call us to let us know.
    3. The award amount will be sent directly to your water company. It can take up to 90 days for the water company to apply the award to your account.
  • The Low Income Household Water Assistance Program (LIHWAP) is a temporary federally funded program created to help low-income households with water and wastewater bills. LIHWAP relief will be available to eligible Florida residents until funds are depleted.

  • The Low Income Household Water Assistance Program (LIHWAP) is administered by Promise Network on the behalf of the FloridaCommerce.

    Promise is a modern technology solutions company that works with utilities and government agencies around the country to provide payment flexibility for households who are unable to pay their bills and streamlined relief distribution to those in need.

  • You may be eligible if you meet the following requirements:

    • Participate in LIHEAP, SNAP, TANF, SSI, a means-tested veteran’s program OR have a total income no more than 60 percent of the Florida State Median Income (SMI);
    • Are responsible for paying your home water or wastewater bills;
    • Are a resident of Florida; and
    • Are a U.S. citizen, qualified alien, or permanent resident of the U.S.

  • You may contact your local Community Action Agency by visiting our Community Action Agency List and calling the LIHWAP vendor listed for your Florida county. You may also request an application be mailed to you by emailing LIHWAP@commerce.fl.gov

    Any LIHEAP recipient with proof of responsibility for their water and/or wastewater bill may not need to submit a separate LIHWAP application.

  • Water and wastewater vendors can enroll with Promise in order to expedite their customer's participation in LIHWAP.
