The Low Income Household Water Assistance Program (LIHWAP) is a temporary federally funded program created to help low-income households with water and wastewater bills. LIHWAP relief will be available to eligible Florida residents until funds are depleted.
The Low Income Household Water Assistance Program (LIHWAP) is administered by Promise Network on the behalf of the FloridaCommerce.
Promise is a modern technology solutions company that works with utilities and government agencies around the country to provide payment flexibility for households who are unable to pay their bills and streamlined relief distribution to those in need.

You may contact your local Community Action Agency by visiting our Community Action Agency List and calling the LIHWAP vendor listed for your Florida county. You may also request an application be mailed to you by emailing LIHWAP@commerce.fl.gov
Any LIHEAP recipient with proof of responsibility for their water and/or wastewater bill may not need to submit a separate LIHWAP application.
Water and wastewater vendors can enroll with Promise in order to expedite their customer's participation in LIHWAP.
